National/Local Action Programmes (NLAP)

General Programme Period : April 2002 - 31 March 2003

Purpose and Objective :
The purpose and objective is to assist YMCAs in the region for engaging in definite actions on Human Rights, Migrants Workers Issues, Youth Actions, Gender Concerns and Civil Society Building. The objective for each issue/action area is elaborated in the prescribed Application Form. Samples of Application Forms are attached.

Approving Body :
The Executive Committee of the Asia and Pacific Alliance of YMCAs, on the recommendations of the Standing Committees and Programme Related Task Groups of the Asia and Pacific Alliance of YMCAs.

Approving Time :
March 2002 (During the Meeting of the Executive Committee of the Asia and Pacific Alliance of YMCAs.)

Financial Limits :
The maximum grant available is US$4,000 per programme for one year, starting from 1 April 2002 to 31 March 2003. Approximately 20% of the cost of the programme should be borne by the Local/National YMCA implementing the programme.

Release of Funds :
On approval of the proposal, the date of commencement of the programme has to be notified to the APY Secretariat, upon which 50% of the approved grant will be released. After completion of the first five months of the programme, a narrative progress report together with the corresponding financial report should be submitted to the APY Secretariat. The balance 50% of the approved grant will be released only upon receipt of the necessary reports.

Applications :
Applications should be submitted in the appropriate prescribed Application Form to reach the Asia and Pacific Alliance of YMCAs Secretariat by 5 February 2002. In the allocation of grants, priority will be given to those National/Local Action Programmes commenced during the current year and are progressing well, if such a programme needs financial assistance for a second year.
