Y's Men International Time of Fast Fund (TOF)

1.General Programme Period : 1 September 2002 to 31 August 2003

2. Purpose and Objective :
The Time of Fast Fund (TOF) is an annual Y's Men International fund raising programme, wherein monetary assistance is made available to areas of developing countries by arrangement with the World Alliance of YMCAs. Y's Men from all over the world give up at least one meal during the month of February and donate the cost of the meal to the Time of Fast Fund.

3. Projects :
The projects funded by the TOF should primarily:

  • Deal directly with people
  • Improve receivers' quality of life
  • Be of the self-help variety with on-going results
  • Have the endorsement of the YMCA in which the project is located.

4. Project Proponents :
National or Local YMCAs. All local YMCA Projects should be processed and endorsed by the National YMCA.

5. Finances:

  1. The TOF fiscal year is the same as that of the Y's Men International¡¦s (1 July to 30 June).
  2. Time of Fast Funds shall be channelled through the National or Area Organisations of the YMCA in co-ordination with the World Alliance of YMCAs.
  3. Subject to funds available, 30% of the agreed project amount may be paid at the beginning of the respective term. Further instalments will be paid after receipt of satisfactory reports about the project's progress.
  4. If a project is not carried out, the unspent balance shall stay in or be refunded to the Time of Fast Fund (TOF) of Y's Men International.

6. Approving Body :
The Approving Body is the Time of Fast Fund Committee of the Y's Men International. The recommendations of the Executive Committee of the Asia and Pacific Alliance of YMCAs, mainly based on the endorsements of the Standing Committees and Programme Related Task Groups of the Asia and Pacific Alliance, will be submitted to this Committee.

7. Selection of Projects :
All proposals must be received in writing as outlined in (7.1) and (7.2) below for approval by the Y's Men International Council Meeting in any given year.

The Mid-Year Meeting is authorised to approve Time of Fast Fund projects up to 10% of the Time of Fast Fund budget for the current financial year.

  1. The Executive Committee of the Asia and Pacific Alliance of YMCAs would make the recommendations at its meetings in March. The Time of Fast Fund Committee of Y's Men International would approve the grants in July/ August.
  2. A project proposal written in English must contain the following elements:
    • A map to indicate the country, place and specific location.
    • A summary describing specific social realities which motivate the project.
    • A description of the beneficiaries' situation in relation to the project.
    • A report on programmes that the YMCA and local community are carrying out.
    • A statement on how the YMCA and local/International Y's Men, as partners, will be involved.
    • Budget and expected financial sources including percentage of local contribution. Relationships with other sources of aid should be clearly delineated to avoid conflict and confusion.
    • The expected impact once the project is finished.
    • The name, position, and address of a person who will assist in the completion of the necessary follow-up and proposed timetable for visual and written reports (narrative and financial)
    • Project proposals asking for an excess of US$30,000 in total funding from Y's Men International will be considered only if approved by a majority of the Time of Fast Fund Committee members.

A project proposal that has not been approved for funding in the current year and the previous year will not be considered again, unless revisions to the original submission are made.

8. Monitoring and Evaluation:
The Asia and Pacific Alliance of YMCAs and/or other Project Carriers should regularly send updated information on the projects in English to the Y¡¦s Men International Headquarters (for use by International Service Director Time of Fast Fund for promotion and by Time of Fast Fund Committee for monitoring/evaluation).

  1. Progress reports (in English) must be regularly submitted and should include:
    • Slides, photos or videos demonstrating activities with a brief and clear caption or explanation (submitted as soon as practicable).
    • A list of specific expenditures in relation to the budget.
    • Objective evaluation of the project's progress.
    • Follow-up process.
  2. Corrective action

The International Council Meeting may take action, or empower the following Mid-Year Meeting participants to act on their behalf, to discontinue any Time of Fast project which has not progressed or for which inadequate information has been received by IHQ.

All parties involved should be notified of this action.
