ANNOUNCEMENT on ICF EVALUATION
Asia and Pacific Alliance of YMCAs

Interfaith Cooperation Forum (ICF) is up for external evaluation this year. ICF is a project of Asia and Pacific Alliance of YMCAs under its Justice and Peace program. The intended participants of the ICF programs are the youths from different countries of Asia, especially from areas afflicted by conflicts. ICF has been supported by EED, and later by Bread for the World, Germany since it was established. The ICF project was last evaluated in 2013. This call, therefore, is for the evaluation to cover the span of five years, for the 2015-2017 phase and that of the current phase for 2018-2020.

 

ICF currently has two program components, namely: 1) movement building and 2) advocacy. Under these components, ICF draws out two main objectives, namely:

• a youth movement network for peace and conflict transformation is strengthened and equipped with the necessary skills and knowledge;

• advocacy and awareness for interfaith/interreligious dialogue and cooperation for peacebuilding in the communities are improved.

 

ICF calls upon potential Evaluators to apply to conduct the evaluation of this project. The evaluators shall conduct the evaluation and consider questions according to the five criteria, namely: relevance, effectiveness, efficiency, impact, and sustainability as set by the Development Assistance Committee (DAC) of OECD.

• Curriculum Vitae

• The technical/specific proposal

• Outline of the planned evaluation procedure

• Budget for the planned evaluation procedure

• Short explanation and justification of the methods to be employed

Revisiting the Reformation

It has been 500 years since Martin Luther produced his Ninety-five Theses that sparked the Reformation in Germany in the 16th century. To commemorate this historical event, APAY launched the book Revisiting the Reformation at its executive committee meeting in March.

The book, which includes a foreword by the president of APAY, Babu Markus Gomes, and the general secretary of APAY, Nam Boo Won, is a collection of essays by theologians, church and ecumenical leaders, academics and others that share their reflections from a variety of perspectives—theology, gender, environmental protection, human rights, justice and peace, spirituality, economics, the culture of indigenous people, democratization, etc., with the book also noting the relationship between the Reformation and the YMCA movement. One of the book’s strengths is the diversity of viewpoints of its 13 authors from Hong Kong, South Korea, Bangladesh, India, the Philippines, Indonesia, Sri Lanka and Germany.

The APAY Leaders Quadrennial Roundtable

At the 18th General Assembly (September 2011), we discussed our future directions in the Asia and Pacific area. Following that Mandate, the 3rd APAY Leaders’ Quadrennial Roundtable was held at Singapore on 17-19 December 2011. 29 participants from 12 national movements participated. The group was primarily composed of APAY Officers, lay leaders, national general secretaries, youth leaders and the APAY staff.

This leadership meeting ensured that national movements were able to actively participate in the process so they can take ownership of the plan. The process included identifying the important concerns and issues to be addressed and responded to; the deliverables and strategies that will be taken and the indicators that will help gauge the success and impact of the responses.

The plan was endorsed from the Executive Committee Meeting on March 7-9, 2012.
