Terms of Reference
As identified and defined by the Global Strategic Direction, a strong movement is one that has Clarity of Mission, Social Relevance and Institutional Viability. The Global Strategic Direction calls for movement strengthening throughout the world family of YMCA.
The world trend that almost 20% of YMCAs do not meet these criteria and are in need of strengthening in one or more aspects is true for us in the Asia and Pacific Region. We have movements that are weak in all three aspects. We have movements in crisis situations. We have movements with strong mission work and equally strong social relevance, but are weak on institutional viability, and vice versa.
We need a concerted, systematic process for consolidation or strengthening of these movements. Funds have been channelled to some movements on bilateral arrangements, with some overlaps, known or unknown to the supporting YMCAs. Strong institutional governance and greater transparency are key areas we need to urgently address.
