I. INTRODUCTION

In 2004, we took a different path in the development of the Alliance¡¦s Quadrennial Programme Plan. Severe Acute Respiratory Syndrome (SARS) had caused the postponement of the 16th General Assembly from September 2003 to April 2004. We did not have specific General Assembly mandates on which to base our programme plan.

A Quadrennial Programme Plan (QPP) was developed encompassing the outcomes of the review of the past plans in 2003, the outcome/mandates of 16th General Assembly, national concerns and issues, and, the Leaders¡¦ Roundtable in 2004.

II. OUR JOURNEY TOGETHER IN SPIRITUALITY AND MISSION

The Second Leaders¡¦ Quadrennial Roundtable of the constituent members of the Asia and Pacific Alliance was held on 6-9 December 2007 in Kuala Lumpur, attended by 41 key leaders from 15 movements, to share, deliberate, and determine together:

a. The Vision and thrusts for the Mission of the YMCA in the Asia and Pacific Region.
b. Broad, common programme framework and strategies to fulfil the ission goals.
c. The mobilisation and development of resources, and the appropriate echanisms to achieve our Mission goals.

OUR SPIRITUALITY, OUR MISSION

We took cognisance of the fact that there was an urgent need for the YMCA to look beyond the present and the work it has been engaged in - to seek a Contemporary Mission that is socially relevant. As people of faith we are called to and challenged with a Mission to extend His reign of Justice, Love, Truth, and Peace, to take a prophetic role to speak out when we have to against injustices and what takes away humankind¡¦s dignity and freedom.

We also reaffirmed that Spirituality is a foundational pillar of the YMCA and its mission. It is ¡§our connectedness to God, to our human roots, to the rest of nature, to one another, and to ourselves.¡¨ 1 Spirituality is a personal experience of ¡§that which is beyond us¡¨. It involves everything that enhances the sense of the sacred, that promotes connectedness and unity in human life.

Spirituality as a process is seeking to discover God in our lives - in its totality in the context of everyday living - how we go about our daily lives. We listen to God who speaks to us in the depths of our being. We experience the grace that comes to us in the unfolding of our lives. It is an awakening to the divinity or sacredness within every human being to be compassionate¡K.

We recalled that at the 17th General Assembly we explored and entered into a deeper understanding of spirituality and solidarity in ensuring sustainability for transformation of self and community. We were reminded of justpeace - a justice that at the heart of the Scriptures and our Faith, a peace that eradicates of the root causes of poverty, violations of human rights, aggression, violence, counter violence and war. That accepts the need to respect each human person and enables all to live in harmony.

We believe that we are commissioned as a body of God¡¦s people - youth, women and men - to be catalysts and actors for transformative actions. To be partners in building community, promoting Global Citizenship and Social Responsibility, Peace with Justice, Sustainability for Life. We can respond through education and awareness building, networking and the development of rights-based initiatives to address the concerns of youth, women, men, the ageing population, the poor and dispossessed, the oppressed and suffering, the discriminated against, the marginalized, the special populations, and the indigenous populations we can respond.

At the core of the new paradigm and a new mindset we need to develop, is a partnership with the suffering and oppressed to build new models of communities of justice, love, truth and peace in the globalised world for a sustainable future.

III. OUR QUADRENNIAL VISION AND RESPONSE

Preamble

We affirm the Statement of the 17th General Assembly adopted in Chiang Mai in 2007

We are a community-based, people-focused movement in a globalised world where injustice, suffering and inequities are prevalent. We are positive and innovative agents of transformation - leading initiatives in supporting the last, the least and the lost of our communities. We work in spirituality and solidarity for the holistic development of new mindset in response to the advent of information society

Vision Statement

Striving as One Body in Christ, to respond as Global Citizens in carrying our Social Responsibility, fostering Peace with Justice, and promoting Sustainability for Life, through awareness building and enablement with practical and challenging models of inclusion, cooperation, strategic partnerships.

IV. QUADRENNIAL THRUSTS

We reaffirmed the 17th General Assembly Statement that declares:

Our Common Calling: Together as God¡¦s people, we are called to act for justice and peace.

We find new ways of proclaiming and doing the great (good) news of God¡¦s reign to all creation ~ bringing light to the lives of others.

We are called by God to respond to:

Global Citizenship and Social Responsibility which is a spiritual and moral disposition that guides individuals¡¦ understanding of themselves as members of communities - both on local and global levels - and their responsibility to their communities. This moves us towards building more responsible communities, transforming individual lives with a sense of universal equality and care for human beings and the earth in its entirety.

Peace with Justice
The YMCA Mission challenges us to respond to the vast socio-cultural, economic and political diversities that could lead to discrimination, human rights violations, violence and conflicts. It is crucial to have justice in-built within the process of peace-building and the eventual peace we hope to achieve.

Sustainability for Life
People, nature, the earth, sustainability and our future are all interconnected. Our relationship with nature also reflects our relationship with God. Both natural and human resources need to be managed in such a way that they would not be diminished or depleted and thereby retard or prevent economic and social development.

V. OUR PRIORITY CONCERNS/ISSUES AND FOCUS GROUPS

Through sub-regional group discussions, the following were identified as priority concerns and issues for the Quadrennium based on the above Quadrennial Thrust:

  1. Spirituality
  2. Global Citizenship
  3. Peace and Justice
  4. Equality and Inclusiveness
  5. Sustainable Development
  6. Movement Strengthening

In our contextual engagement in the priority concerns/issues, we will seek to address them within the following focus groups:

  1. The Youth
  2. The Ageing Population
  3. The Women
  4. The Poor
  5. The Displaced (Migrant Workers, International Marriages, Refugees)

VI. IMPLEMENTATION STRATEGIES

The following broad strategies were recommended:

  1. Communicate the QPP relevance and the space for participation of the movements in the QPP - the QPP thrusts and priorities, framework/contents, implementation strategies and methodologies.
  2. Leadership Development for Youth, Women, Ageing, Lay, and Professional Staff.
  3. Partnership Development among YMCA Movements, with Y¡¦s Men and other NGOs.
  4. Programme Development in priority concerns/issues - Spirituality, Global Citizenship, Peace and Justice, Equality and Inclusiveness, Sustainable Development, Movement Strengthening - ensuring equality and participative engagement by all the focus groups.

VII. IMPLEMENTATION METHODOLOGY

A key concern was how to involve movements in the process of QPP implementation. Learning from the evaluation of the QPP 2004-2007, the APAY Secretariat will seek to implement the recommendations from the evaluation and the LQR-2:

1. Capacity Building

  • Increased Leadership Development opportunities for young people.
  • Increased Leadership Development opportunities for Volunteer (Lay) Leaders
  • Systematic Staff Development/Training at various levels
  • More professional exchanges
  • More international exchanges

2. Communication for Information, Knowledge-sharing

  • Increased multi-level communication for information and knowledge-sharing at/to different levels.
  • Sharing case stories/success stories/problems encountered and overcome through communities of practice.
  • Website enhancement
  • Reader-friendly language
  • Create/Make available international programme opportunities

3. Create greater interest, greater participation and more tangible outcomes.

  • Awareness Building, Education and Training.
  • Hold sub-regional and regional seminars, roundtables and workshops to build on the interest of the QPP created by the LQR 2.
  • Increase/Strengthen collaboration between the Local, National and Regional Movements, sharing appropriate resources/expertise.
  • Increase/Strengthen collaboration between Lay Leadership and Professional Leadership
  • Network with YMCAs and other NGOs at Sub-Regional, Intra-Regional, including Inter-Faith Dialogue and Cooperation

VIII. MPLEMENTATION MANAGEMENT

  1. Review and implement recommendations of Evaluation of QPP 2004-2007.
  2. APAY and National Movements to contextually prioritise the implementation of QPP thrusts and programme recommendations.
  3. National Movements to evaluate/report progress of QPP implementation to the APAY Secretariat at agreed intervals.
  4. The APAY Secretariat to evaluate and communicate the findings to member movements annually.
  5. The APAY to provide necessary support for QPP implementation as necessary and requested, may be in orientation or planning.
  6. The APAY Standing Committees to actively engage in the monitoring of QPP implementation and results, including progress indicators.
  7. The APAY Secretariat will share regular QPP updates with National Movements.

IX. CALL TO PARTNERSHIP TO STRENGTHEN SPIRITUALITY,
SOLIDARITY, SUSTAINABILITY

We recognise that it is our call and opportunity in this quadrennium to change our mindset as we advocate and work for transformation of self and community. We can work together to encourage and foster change. We can connect movements to knowledge, experience and resources for transformation and help people build a better life. Together we can develop new initiatives and find new solutions to address local, national, regional and global development challenges.

We have been mandated by the 17th General Assembly and the Leaders¡¦ Quadrennial Roundtable to strengthen our spirituality and solidarity and as responsible global citizens work towards sustainability within our movement, the community, the nation and the earth. We will work in solidarity with all sectors of community to achieve peace with justice. Without justice, there can be no peace. With poverty and suffering, there can be no peace. Without equality there can be no peace. With justice and peace, there can be sustainable development.

As a movement we have committed to seek new paradigms in our mission. We are committed to develop a new mindset as global citizens to work in solidarity on common, contextual issues and concerns.

Underlying all our activities, we will promote the rights-based approach to building a sustainable civil society. In our participatory, people-oriented development work, we will seek integration of human rights into activities to contribute to the fulfillment of the inherent dignity and worth of the human person ? children, youth, women, men, the elderly, and the differently-abled. This can help to create an environment for sustainable development wherein initiatives for civic education and engagement, awareness campaigns and actions can take root and grow. YMCAs can network with similar NGOs to attain our goals.

This framework for the Quadrennial Programme Plan (QPP) 2008-20011 developed after extensive and expansive consultative processes and joint thinking together, will be the guide for us to make a difference where we are - as global citizens at local, national, subregional or regional levels. We call each to provide or create the Space and Vehicles to do so, and to be the prophetic Voice for justice and for peace in our times.
