 Terms of Reference

The Constitution of the Asia and Pacific Alliance of YMCAs is the fundamental law of the Federation of all YMCAs in the region, the primary objective of which is to promote cooperation among movements in the region with other YMCA movements and the World Alliance. By Laws are adopted by the Executive Committee for the implementation of the Constitution.

The Constitution and By Laws of the Asia and Pacific Alliance of YMCAs may need to be amended from time to time so that it may be relevant and responsive to the evolving changes in the emerging aspirations and needs of the people, the YMCA and society.

The APAY has set a new goal for the 2012-2015 Quadrennial for training and leading the importance of good governance. The model constitution including such basic standards of governance would be a great asset to many YMCA, National Council as well as local YMCAs.

 

The Committee will focus on:

  1. Review of the Constitution and By Laws of the Asia and Pacific Alliance of YMCAs from time to time and propose such amendments or changes to the Executive Committee for the approval of the appropriate body pursuant to Article XI of the Constitution, or any proposed amendment of the By Laws pursuant to Article V thereof.
  2. Review and study of any proposed amendment submitted by a YMCA member movement, and then submit to the Executive Committee for appropriate action as necessary.
  3. Consideration of Constitutional Matters submitted to the Executive Committee by National Movements, and provide advise on such matters as appropriate.
  4. Propose a model constitution including a set basic standards of good governance in YMCA movement at National/Local level.
  5. Propose an evaluation tool for reviewing the governance based on the basic standards of good governance.
